Bilateral Programme Fund – Information for Implementers wishing to bid, FY 09/10

The British Embassy in Addis Ababa works towards achieving its objectives and the British Government’s strategic priorities through the funding of a number of programmes, as well as through the traditional use of diplomacy.  Each programme uses its resources to support projects in Ethiopia, Somaliland and Djibouti that achieve outcomes that ultimately contribute towards one or more of our goals.

For the financial year 1 April 2009 - 31 March 2010 the British Embassy will be considering projects that are directly linked to our objectives as described in our country business plan.  Projects may fall within the following areas:

Conflict Prevention

• Preventing conflict and promoting peace and stability in Ethiopia and the wider region
• Promotion of inter-religious dialogue and anti-radicalisation initiatives

Good Governance

• Projects supporting democratisation, free and fair elections and a pluralist multi-party political system
• Supporting the development of the media
• Supporting the development and implementation of international human rights instruments; and standards on law enforcement and prison conditions
• Supporting development of the justice sector and its professional associations

Sustainable Growth

• Support to an improved policy framework for sustainable low-carbon growth in Ethiopia

Project budgets should incorporate no more than 10% for administration costs.  All proposals will be evaluated using sustainability and value for money criteria.  Projects with a regional focus will be of particular interest.

Selected applicants will then be requested to submit full project bids.
